Is there a PC program that lets you import a picture into it so you can make stupid videos?

e.g. a picture of somebody on a gorilla's head whilst it runs around the zoo, type of thing! Or, a baby's head in a flying superman scenario type-thing if you get what i mean.

2. not done much of this stuff but a long winded way would to be make load of pics which you edit with a drawing program and save then ect pic1, pic2 and so on then use a video program like Windows Movie Maker and inport the files pic1, pic2 ect?? mite work
